ATD Lines founded in 1981 at a time when national rail passenger services were experiencing directional problems and rail passenger line abandonments. Louis C.H Alloin contributed to the success of many state and national rail service program, that American citizens are enjoying today, emerging as a principal decision maker and professional in rail industry.

In 1986, Louis C.H Alloin realized the vital importance of high speed train development and rail lines community business services, began extensive research with national institutes, MIT, Federal and State Governments, including railroad association and operating railroad communications to further the development of new rail line community services.

OPERATING AND MARKETING

The success of ATD Lines Railway Business Car Services is based on close cooperation with national marketing partners in business technology industry to provide the latest advancement in business office equipment, telecommunications and computer business services.

For example, each ATD Lines Railway Business Car Office Trains will consist of office suites, accommodations, meeting facilities, food services, lounge, entertainment centers and special equipment as required, will coordinate travel itineraries to North American operating rail services, such as Amtrak, Via Rail Canada, National Mexican Railways short lines and operating railroad companies, so each executive will have a scheduled destination to any city or town having accessible or serviceable rail lines.

Office supplies and specialized business personal will be onboard the train. Providing receptionist, secretary and concierge, porter and chef services.

Promotional materials provided by cooperating industrial equipment partners, national travel services, state and local travel centers, transit agencies and accommodation industry will be incorporated into promotional and information materials provided to prospective clients.

All promotional activities include sales and marketing, advertising and public relations will be directed to 14% of the population having interest, financial capacity and fortune 500 corporate executive travel services, already planning travel. ATD Lines private railcar charters, rentals or leasing, provide executives whose business trips requiring specialized travel services relations and continuous working office requirements.

Proprietary research conducted by ATD Lines indicates a preference for corporate executives to use the Railway Business Car Services. The fact that business is as usual in which office time is continuous while traveling, besides offering comfort, does impact and improve client relations. Stationing

In 2000, Louis C.H Alloin consummate innovator realized the need for rail line community business trains, began research and communications with local governments concerning private railcar coach yard stationing facilities and rail line community station redevelopment, to include Multi-use coach yard parking Facilities, for automobiles and passenger railcar support facilities.

At this time, ATD lines and City of Berkeley, California and Seattle, Washington are involved in governmental industrial affairs communication for coach yard station facility and coach yard redevelopment and planning that includes extend private rail coach yard facilities.

Engine Facility

ATD Lines will use contract services for maintenance, repair facilities offered by Amtrak and operating railroad-designated facilities. However, ATD Lines, is researching possible site locations in California East Bay Area Seattle, Washington and National for equipment service facilities.

Engines

ATD Lines is currently in contract negotiations for the purchase of diesel/electric locomotives, for Railway Business Car Train, terminal short line operations.

The locomotives will undergo extensive restoration, safety testing and feature company logo and colors, known as the Bainbridge Train.

Railcars

ATD lines has selected famed American Car Foundry/ACF built passenger cars are being secured for restoration and conversion in to first class executive luxury office, lounge dining cars for Railway Business Car Services.

The first two proposed historical cars undergoing planning restoration were built in 1954 for United State Army, Fort Eustis Detachment and were purchase from Southern Rail Services. The Military Equipment known as car # 89571 and 89572 was built for business, featuring Waukesha electric generators, Vapor-Clarkston steam generators and full kitchen and supply storage, to be dispatch to any remote location with self-contained for long duration operations. Additional railcars will be considered for added to fleet.

ATD lines and railroad equipment supplier and business office equipment manufacturer who specialize in repair, restoration and installation and updated equipment replacements, including, are completing the renovation project luxury designed interior.

When completed, the business cars will be mechanically sound, increasing safety, comfort and office technology applied for executive business travel. Features will include Individual swivel seating, modern offices suites, telecommunication and IBM e-business office equipment, receptionist and secretary services, conference-meeting- lecture capably, lounge and dining services, and entertainment center.

These railcars were built to conduct business and will continue the tradition for which they were intended to perform...BUSINESS AS USUAL, no one will know your traveling, because your in control of your office, meeting clients in the comfort of your personal travel office, improving client relations and no longer wasting corporate time with idle lost travel hour. LOUNGE AND DINING SERVICES

Dining Accommodations

ATD Lines Railway Business Car Services will offer traveling executives the experience of rival five-star culinary cuisine chef gourmet services. With maximum seating capacity for 24 quests, featuring breakfast, lunch and diner services.

Gourmet executive dinning will offer meals, cocktails and dinner drinks and coffee services. The dining experience will be according to specific executive individual specifications and group requirements.

All food services aboard the Bainbrige Eagle Harbor car will be strictly first class with starched linen, fine china, real silver and crystal.

All meals will be prepared fresh aboard train by internationally schooled kitchen aids working under the direction of executive chef, selected for specific executive requirements entertaining foreign quests.

Lounge Accommodations

The Bainbridge Eagle Harbor Lounge area with provide relaxing environment with entertainment center featuring HDTV, DVD, VHS, Stereo and Radio. Beverage and cocktail refreshment services or executives can host their guests with self-service refreshment or staff table services.

The Bainbridge Train Environment is a relaxed personal experience, where executives are free to interact with ATD Line Personnel and set the stage for personal distinctive and superior services, tailored to personal individual requirements.

ECONOMIC IMPACT ON RAIL LINE COMMUNITY BUSINESS

ATD Lines Railway Business Car Services has a economic impact on any city, town or rural community destination, upon its arrival or departure will require local business support services. To restock and supply the train, with food, linen cleaning, waste management, fuel, water, intercity taxi-limousine services, automobile rentals, hotel accommodation, convention and tourism assistance and other expected services.

Strict preference is given to hire local residents and purchase local retail trade and service sectors employed to service rail equipment.

By 2008, ATD Lines' annual projected payroll will be more than $10,000,000. The economic benefits to local communities will be more than $30,000,000 or three times as great. This is “multiplier impact effect”, when ATD Lines and worker spend their wages in their communities.

In addition to creating new jobs aboard ATD Lines Railway Business Car Services Train, new employment opportunities will be created, as local businesses provide products and services to ATD lines to meet additional service demands.

West Berkeley, California and Seattle, Washington Private Railcar Coach Yard Stationing Facility will create new additional employment opportunities and local business economic improvement.

In the first year of operations, ATD Lines expects to pay $400,000 in payroll and property taxes. By 2009 that figure will grow to nearly 2,000,000.

When ATD Lines begins service operations in late 2007, passenger or Private Railcars stationed at West Berkeley Private Railcar Coach Yard Facility Station, who elect to stay overnight at local accommodation will add to public revenues trough tax levy fees for lodging.

In addition, Railway Business Car Service Clients traveling to Bay Area in Californiaand Seattle, Washinton for Business or conference attendance will also contribute to overall economic revenues.

ATD LINES has a wide range of interests pertaining to office, accommodations, food, travel, electronics, sanitation, janitorial, machinery, railroad supplies, equipment, merchandise and professional contract services for Railway Business Car Services operations, management, administration and transportation related business products and services.

REGULATORY COMPLIANCE

The Interstate Commerce Commission/ICC, Federal Railroad Administration, Federal Transportation Safety Board, Railroad Retirement Board and Title 45 USC primarily regulate ATD Lines.

ATD Lines represents a continuing history of railroad passenger services that was historical and traditional provided for by all United State Railroad Operations. Even today, Union Pacific and Burlington Northern Sante Fe still operated Presidential Executive Class Trains, Amtrak, Via Rail Canada and National Mexican Railroad also provides private railcar Interchange services.

ATD Lines contracts with United State, Canada and Mexican Railroads, for trackage contracts, interconnect agreement, property and equipment purchasing, easement permits and operational services that permits ATD Lines to function along national and international railway systems.

As such, do to the continuity of past and present railroad passenger operations throughout the North American Continent, does not require environmental impact studies.

However, where ATD lines plans new operations or redevelopment of rail station facilities. Complete compliance with Local Regulations and Federal Railroad Administration Standards may apply.

ATD Lines follows all lawful railroad safety standards, operational procedures as required, administrational policy practices and fully cooperates with all federal, state and foreign regulations.

CALIFORNIA and WASHINGTON ENVIRONMENTAL QUALITY ACT

The environmental impact review process requires all projects, which may have a significant impact on rail line communities undergo public review to assure the quality of actions are understood.

However, California Law provides exemption on project that is deemed necessary in the public’s best interest and greater good of communities.

Railroads, such as ATD Lines who are implementing, resumption of service or increasing passenger services on right of ways, easements or improving rail services are exempt. In part, “ projects for institutions or increase of passenger or commuter services on right of way already in use, including modernization of existing stations and parking facilities” is categorically exempt from EIR scrutiny.

Both Federal And State Legislature have clearly determined that rail services are more efficient having greater importance to rail line community economic redevelopment.

This exemption applies to ATD Lines Railway Business Car Services and Private Railcar Interchange stationing facilities.

As all existing railroad services have affirmed our standings, as a National Railroad Service, subject to Federal and State Jurisdiction when applicable. ATD Lines reaffirms our cooperation and commitment to lawfully recognize federal and state authority to regulate and resolve any arising issues with legality of law.

ENVIRONMENTAL IMPACT

The environmental impact on rail line communities for ATD Lines Railway Business Car Services and Private Railcar Interchange Stationing Facilities has a positive contribution on economic growth.

Evaluation of Train Traffic

Train traffic began in 1833, with invention of locomotive power, since then railroad system have major presence in towns and cities across North American Continent. ATD Lines Railway Business Car Services schedule are minimal in comparison.

More than 14% of United State Population has the capacity to utilize the National Passenger Railway Services. 6.5 million corporate work hours are lost each year to highway and airway utilization and railway services are under utilized do to lack of community economic redevelopment and general public having limited or child’s view and knowledge of rail services.

Rail Line Community Stationing

Rail line communities will experience ATD Lines Railway Business Cars: and Private Railcar presence in most major cities already exists. However, Business and Private rail passenger car traffic and presence in smaller towns will increase, as corporations and executive management personnel learn how to fully utilize the Railway Business Car Service.

Rail line communities have under utilized or abandon rail stations, will begin redevelopment of stations for business and private rail passenger car stationing and interchange, with multi-use parking facilities for rail and auto usage.

In smaller cities and towns, with only side or stub trackage available, ATD Lines operational management will contract with local business community merchants, retail and services to provide railcar support services, such as, water, fuel, waste, food supplier and local transportation services, during temporary stationing. This, means some traffic to railcar siding, but would not impact or cause blockage of local street traffic.

There, will be no locations where ATD Lines Train will block streets, driveways or traffic crossing in any city or town. Since, most rail line community’s easements have existing passenger stations or alternative sidings available, which will not cause any safety or operational concerns.

ATD Lines is aware that some rail line communities have limited awareness of train traffic to some cities and towns. As such, top priority will be given to safety operational standards and public awareness participate in local, regional, state and federal consensus to evaluate and improve any conditions requiring redevelopment.

Noise

All transportation systems and vehicles generate noise. However, noise, from train operations are minimal.

ATD Lines Business and locomotives will be sound proof, as much as possible with new insulation materials to reduce noise levels and efficiency in operations.

ATD Lines will welcome any further comments and suggestions, which may impact rail line communities.

Safety Policy

Safety is ATD Lines main priority for all rail line communities, as such, community safety program under “OPERATION LIFE SAVER” are necessary in communities where rail services has been minimal or not utilized in a number of years.

“OPERATION LIFE SAVER” is a federally fund program, that offer free certified presentations for schools, community group and company safety programs. Providing free materials and coordinators for local communities. By calling 1-800-537-6224 anyone can receive information at no cost.

ATD Lines operational safety is under strict compliance with federal regulations, as any road or private railcar owner must comply.

In some instance, before ATD lines can travel to some rural towns or city siding, they must be inspected, safety tested and repairs make. This may require crossing signals and gate restoration or a clearing of debris from trackage do city or town neglect to enforce laws toward railroad right of way easement. In some cases redevelopment of railway stations and community improvements have restored sidewalks, roadway, and streets and constructed fencing to ensure community safety.

Crossing Gates in rail line communities are regulated by federal enforcement and California Public Utilities Commission also provide regulations with regard to safety and welfare. Caltrans who administer federal 203 funding for railroad gate safety, provides 90% of costs and cities most general agree to cover 10% of restoration cost, once rail line communities and railroad identify traffic problems.

In 1970 Federal Government deemed railroad safety, benefits public safety, not railroads, thus public funds are used to finance railroad crossings or posting of warning signals, traffic signs and other safety issues to ensure right of way easement is free of debris, people and automobiles.

While construction of railroad safety gates are financed with public funds. Maintenance and repair is managed by operating railroads. Therefore, trackage easements under the management of ATD Lines will be budgeted to maintain safety crossing in rail line communities, as our commitment to public safety and welfare.
